That combination is what produces a legible plate at 2 a.m. on a vehicle moving 25 mph — while the same frame renders the rest of the scene nearly black. The plate is lit; the world around it isn't. That's by design.
The software side runs optical character recognition trained specifically on plate fonts, layouts, and regional formats, then applies confidence scoring. Modern systems also capture vehicle attributes alongside the plate: body type, color, and in some cases make and model. Pre-incident surveillance almost always leaves a trail in plate data before it leaves one on video.

Most theft on commercial sites arrives and departs by vehicle. Copper wire, catalytic converters, fuel, tools, attachments, pallets of material — none of it walks off. That single fact is why gate coverage outperforms general perimeter coverage on a per-camera basis. Cover the two places every vehicle must pass and you've built a bottleneck that inventories everything moving on and off the property.
Direction matters as much as identity. An entry read with no matching exit is a vehicle still on site. Known company trucks, subcontractor vehicles, delivery carriers, and management. Everything on the list passes silently. The value is noise reduction: on a yard with 300 legitimate daily reads, only exceptions surface.

The same allow list can be time-scoped. A vendor plate that's routine at 10 a.m. becomes an alert at 1 a.m. Context, not just identity, drives the escalation.

One caution from experience: allow lists get stale fast on construction projects. Subs rotate, rentals swap out, crews change trucks. LPR carries legitimate privacy weight, and the commercial security industry does itself no favors by glossing over it. The distinction that matters: private commercial LPR protects a specific property at specific access points. It is not a regional tracking network, and it should never be operated as one.
- Capture only at your own access points, aimed at vehicles entering property you control — not at public roadways or neighboring parcels.
- Set a retention period that matches your actual investigative need. Thirty to ninety days covers the vast majority of commercial cases; indefinite retention creates liability without adding value.
- Restrict who can query the database and log those queries. A plate search log is as important as the plate data itself.
- Post signage where required and where it's simply good practice — visible notice is both a legal safeguard and a deterrent.
- Share data with law enforcement in response to a specific incident or lawful request, not as a standing feed.
- Understand your state's rules. A handful of states regulate commercial plate data collection and retention directly; most don't, but that's not a reason to be careless.
The practical test we apply: could you explain your LPR policy to a tenant, a subcontractor, or a city council member without it sounding unreasonable? If the answer is yes, the deployment is probably sound. If it isn't, tighten scope or retention before it becomes someone else's problem.
Common Misconceptions About LPR Technology
"Any HD camera can read plates."
Resolution isn't the constraint — shutter speed, IR illumination, and angle are. A 4K overview camera will produce a beautiful, unreadable smear of a plate at night. Purpose-built LPR optics exist for a reason.
"It reads every plate, every time."
Well-sited LPR typically reads in the 90-plus percent range in real conditions. Obscured plates, extreme angles, heavy weather, and mud drop that. Anyone quoting 100 percent is selling, not engineering.
"It works anywhere on the property."
LPR needs geometry: a constrained lane, a controlled approach angle, and a predictable speed. Point it across an open yard and it will read almost nothing. Placement determines results more than any spec on the datasheet.
"It replaces regular cameras."
It doesn't. LPR sees a plate in a tight frame; it doesn't show you two people cutting a fence. Identity and context are separate jobs requiring separate cameras.
"It's only for law enforcement."
Commercial LPR has been standard at ports, rail yards, and distribution centers for years. What's changed is that solar and cellular made it deployable on sites that will never have infrastructure.
"It's too expensive for a short project."
Purchased and installed, historically yes. Leased on a trailer for the duration of a project, it's a line item comparable to a fraction of one guard shift — and it doesn't get abandoned at closeout.
